Ms. Elsen has 23 years’ experience in energy policy formulation, as well as in the design and implementation of energy programs that improve environmental performance in all sectors of the economy. She is a Certified Energy Manager by the Association of Energy Engineers and a LEED^® Accredited Professional by the US Green Building Council’s Leadership in Energy and Environmental Design program.
